Conservation Commission Minutes 2005/06/06 (Public Hearing)
Lyme Conservation Commission
Minutes of the 6 June 2005 Public Hearing
LCC Members Attending – Paul Klee, Dick Jones, Lee Larson, Laura McDaniel, Matt Stevens.  
Members of the Public in Attendance – Julia Elder, Ross McIntyre, Paul Barker, Judy Barker.

The Meeting was called to order at 7:31 PM by Lee Larson.

Lee presented the Conservation Commission’s thoughts behind securing a right of first refusal (“ROFR”) for the Day property abutting the Lyme Academy building.  Lee described the Day’s fields as one of the features which give Lyme Center its character.  The Days are not presently interested in selling the property, but having the ROFR in place will give the Town the opportunity to purchase the property when and if it goes on the market.  In addition, the ROFR will show up if any title search is done on the property.

Questions and statements from the public included the following:

Julia Elder – Julia stated that she had come to the hearing to hear just what Lee had presented, so that she would know more and be able to communicate this information to anyone who asked her about the transaction.  She also wanted to know if the idea had come from the Conservation Commission or the Days.  Lee responded that it was the Conservation Commission’s idea.

Ross McIntyre – Ross stated that he has always been interested in the work of the Conservation Commission, and he was an instigator of the Town Meeting issue and vote to maintain 100% of the land use change tax going to the Conservation funds.  Ross noted that this type of activity was just what the Commission Fund had been set up to undertake.  He felt that the cost of the ROFR was a wise investment of the land use change tax.  He agreed that the property is important to Lyme Center and gave the ROFR a positive endorsement.

Steve Maddox – Lee reported that Steve Maddox, an abutter to the Day property, had called and asked him to convey his favorable endorsement of the ROFR.

A motion was made by Dick, seconded by Paul to close the Public Hearing.  Lee then closed the Hearing at 7:39 PM.
