LYME CONSERVATION COMMISSION
Minutes – May 1, 2006
1. The regular meeting convened at 7:30 pm in the Lyme Center Academy Building meeting room. The following members were present: Dick Jones, Lee Larson, Vicki May, Adair Mulligan, Matt Stevens and Mimi Weinstein. No members of the public attended the meeting.
2. The April 3rd minutes were unanimously approved on a motion by Dick seconded by Adair.
3. The selection of a consultant for the Natural Resources Inventory (NRI) was discussed for approximately an hour. Four possible consultants were contacted, and two (the New Hampshire Audubon Society and Watershed to Wildlife, Inc.) submitted proposals. Adair recused herself from the discussion because of a conflict of interest. In reviewing the two proposals and checking of the consultants’ references, all members agreed that both were fully qualified to produce the NRI. The discussion centered on which consultant’s proposal would best meet the Town’s requirements, the relative strengths and weakness of each’s
proposal and which had the greater experience. The result of the discussion was to award the contract to Watershed to Wildlife, Inc. with the provision that if they withdrew their proposal a contract would be awarded to the NH Audubon Society.
4. Wetlands/zoning permit applications/site visits:
a. Ray Clark has proposed relocating a barn on Pleasant Street located within the wetland buffer. It was agreed that a site visit is not necessary, as the relocation would reduce the intrusion of the barn in the conservation district.
b. David Kotz (137 River Road) has applied for a wetlands permit impacting the Connecticut River. A site visit was scheduled for 8:30 am on May 8th in conjunction with the site visit below
c. Stanley Rosenberg (139 River Road) has applied for a wetlands permit impacting the Connecticut River. A site visit was scheduled for 8:30 am on May 8th in conjunction with the site visit above.
5. Other items:
a. Adair briefly discussed a June 9th recognition of Nicholas’ store sponsored by the Lyme Historians.
b. Adair mentioned that there were some old culverts along roadsides that should be picked up and properly disposed of.
c. Mimi agreed to restock trail guides at various Lyme locations.
d. There was a brief discussion of various trail maintenance projects for Trails Day next month.
6. The meeting adjourned at 9:15 pm.
