LYME CONSERVATION COMMISSION
Minutes - July 23, 2007
Public Hearing
PRESENT: Lee Larson, Dick Jones, Matt Stevens, Mimi Weinstein, James Graham, Adair Mulligan, CC; Evelyn McCarthy, William Cranston, Elaine and Charles Hallett, Fred Phillips, Simon Carr, Kathy Wohlfort, Carola Lea, David and Barbara Roby, Karen and Doug Rumble, Gillian Tyler, Celeste Wetherell, Michael Hinsley, Nomi and John Stadler
Chairman Matt Stevens opened the public hearing at 7:32 pm, and introduced the members of the Conservation Commission, before proceeding to take testimony on the Conservation Commission’s proposed contribution of funds to assist in the conservation of land owned by B. Wayne Tullar near North Thetford Road. Invited to speak, Carola indicated that those in attendance were familiar with the project. Dick noted that the entire property is 49 acres and includes a 3 acre building site. He reviewed the history of the roads in the area, and that the now-unused way that passes through the property and then through Mike Hinsley’s house was once the route from Route 10 to the river. Fred Phillips asked what would be the worst case scenario if the property were not conserved. Carola said that the Tullars might sell
the whole lot as one piece, and that it could not be further subdivided because the field is already conserved. The Tullars would hope to have lifetime use of the field. Lee added that there would be a house on top of the hill and a driveway through the field.
Matt Stevens indicated that the Conservation Commission supports the project and would like to know the public’s opinion whether it should contribute $15,000 to close the gap on fundraising. David Roby urged that the CC do so, and others voiced their support. Mike Hinsley said that the project dovetails well with land already conserved in the area and fits the purposed of the master plan and zoning ordinance.
Chairman Stevens closed the public hearing and invited the public to stay for the subsequent CC meeting.
Public hearing adjourned 7:44 pm.
