TRANSFER STATION SUPERVISOR (Part – Time)
POSITION DESCRIPTION
JOB SUMMARY:
This position is responsible for the acceptance of trash and recyclable material and general overall operation of the Transfer Station.
· Performs supervisory, administrative, and physical work involved with the operation of the transfer facility; promotes and encourages participation in the municipality’s recycling program; enforces compliance with the town’s disposal practices and policies.
· Performs routine work of a semi_skilled nature at the Transfer Station/Recycling Center. Responsible for the proper sorting and disposal of refuse, checking permits, sweeping, cleaning, operating compactor, and other like duties.
· Performs a wide range of duties in maintaining and operating a transfer station. Duties are varied and include heavy manual labor assignments. Exercises judgment and resourcefulness in applying the applicable state laws and local rules and regulations to the collection and handling of materials at the transfer station and in maintaining high standards of safety in handling potentially hazardous materials.
· Responsible for the safe and efficient operation of any and all equipment used in the operation and maintenance of the transfer station. Directs transfer station users and responds to their inquiries in person. Assists transfer station users with bulky and heavy items. Performs transfer station site maintenance.
SUPERVISION RECEIVED:
Works under the general supervision of the Selectboard. Works with the Selectboard appointed Transfer Station Committee to make policy and procedure recommendations to the Selectboard.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY EXERCISED:
· Supervises and guides Transfer Station/Recycling Center Attendants. Has the authority to assign, coordinate and review the quality and quantity of the work of other employees.
· Instructs employees in specific techniques or technical methods for accomplishing work assignments.
· Usually performs the same type of work as the employees supervised, but may be responsible for performance of the more technically difficult, controversial or sensitive work assigned.
· Makes recommendations to the Selectboard about necessary counseling or disciplining of supervised employees and personnel management functions such as evaluating performance, recommending hiring or discharging or recommending salary adjustments.
· Makes assignments by defining objectives, priorities and deadlines; assists the employees with unusual situations that do not have clear precedents. The employees plan and carry out the successive steps and handle problems and deviations in the work assignment in accordance with instructions, policies, previous training or accepted practices in the occupation. Completed work is usually evaluated for technical soundness, appropriateness and conformity to policy and requirements. The methods used in arriving at the end results are not usually reviewed in detail.
EXAMPLES OF ESSENTIAL DUTIES:

· Knows, understands, and implements the Transfer Station/Recycling Center operating rules and procedures; follows State laws pertaining to the operation of a transfer station/recycling center.
· Opens and closes transfer station gates during specified work hours and prepare recycle bins before the transfer station opens and after it closes. In winter months this may include snow removal and sanding.
· Visually determines load size and type of material brought to the transfer station and collects correct “fee” (i.e., designated garbage bags, stickers or number of punch card holes) from user. User “fees” are collected from pre-purchased designated garbage bags, stickers or prepaid punch cards and no cash is accepted at transfer station. Monitors correct usage of permitted garbage bags, stickers and punch cards.
· Answers inquiries of users in person. Assists the public in participation of the recycling program. Directs users to the appropriate disposal bins. If they are unable to do so, assist transfer station users to dispose of their waste in the appropriate disposal bins.
· Maintains the trash disposal and recycling areas and insures the proper disposal and classification of all recycled materials.
· Oversees the deposit of all materials at the facility to insure the proper disposal and classification of all recycled materials. Conducts visual inspection of loads as needed to prevent disposal of prohibited materials.
· Separates glass, fiber (paper products), scrap metal, and plastic and cans for proper recycling.
· Maintains site security and safety by ensuring that the public remains in designated areas and monitors site to prevent salvaging of material from bins.
· Maintains entire site area in clean, neat, attractive and orderly manner by performing such duties as placing all deposited material in the appropriate bin once transfer station is closed to the public, picking up any debris scattered around site, and securing any overflow from a bin that is filled during the hours the transfer station is open.
· Operates and maintains a trash compactor or trains, assists or designates another employee to operate it.
· Wears the proper safety gear, as appropriate, (e.g., hardhat, goggles, boots, gloves and high-visibility safety vest) needed to do the job.
· Reports any major repairs that may be required to the Selectboard and makes arrangements to have repairs made.
· Reports any safety issues to Selectboard and the Lyme Town Safety Committee. Reports any injuries of staff or transfer station users to the appropriate worker’s compensation staff person at the Selectboard’s office and the Lyme Town Safety Committee.
· Schedules and oversees removal of materials from the facility. Performs clerical duties for the Transfer Station, including but not limited to maintaining records of materials, time keeping, and scheduling.
· Educates new residents in the proper use of the facility.
· Maintains certification as a Level III Transfer Station Operator. Attends training sessions as necessary. Attends NRRA marketing committee meetings on regular basis.
· Meets with Transfer Station committee on regular basis.
· In conjunction with Transfer Station committee and office staff, prepares and tracks the annual budget for the transfer station waste disposal and recycling operations and makes related budget recommendations to the Selectboard.
· Performs other duties as might be assigned.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Knowledge of the functions and operation of the Transfer Station. Good working knowledge of the methods, materials, tools, and equipment used to operate the transfer station. Knowledge of the maintenance requirements of Transfer Station equipment, buildings and grounds. Has a thorough knowledge of the work hazards, safety practices, and federal, state and local laws relating to the operation of the transfer station. Exercises skill in the operation and maintenance of the compactor. Must have the ability to: (1) perform job duties that require frequent strenuous physical effort under adverse weather conditions; (2) understand, follow and give oral and written instructions; and (3) establish and maintain effective working relationships with supervisors, coworkers, town officials,
employees, contractors, and the public.
MINIMUM QUALIFICATIONS REQUIRED:
· High school diploma or equivalent.
· Willingness and ability to work outdoors under extreme weather conditions.
· Sufficient experience to understand the basic principles relevant to the major duties of the job.
· Level III Waste Management License, or ability to readily obtain one.
· Good communication skills and ability to work with the public.

The work involves moderate risks or discomforts that require special safety precautions (e.g., working around moving parts, carts or machines; with contagious diseases or irritant chemicals; etc.). Employees may be required to use protective clothing or gear such as hard hats, coats, boots, goggles, gloves or shields.
The work requires physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching or similar activities; recurring lifting of heavy items. The work may require specific, but common, physical characteristics and abilities such as above-average agility and dexterity. Strenuous physical effort demanded in heavy lifting and carrying (up to 70 lbs.) and in performing work, in varying weather conditions with exposure to excessive noise, noxious smells, toxins, paints, caustic chemicals, and other fluids, as well as dirt, dust, grease, and other disagreeable materials; physical demands include lifting and moving heavy and dirty materials into disposal bins, exposure to minor injuries such as cuts and
bruises, periods of sunlight, rain, snow, insects and bees or stinging insects.
COMPENSATION
This is a part- time position with the Town of Lyme and the current hours are 8:00 AM to 12:00 noon every Sunday, and 3:30 PM to 6:00 PM every Wednesday. The transfer station is currently open to the public from 8:30 AM to 11:00 AM on Sunday and will shortly be opening from 4:00 PM to 6:00 PM every Wednesday. Additional hours will be required to co-ordinate roll-off container pulls including tracking and recording loads, attend monthly NRRA and Transfer Station committee meetings. The starting pay for this position is commensurate with training and experience.
