Application to Change Party Affiliation

The Supervisors of the Checklist have a meeting scheduled on June 2, 2020 for the purpose of additions and corrections to the voter checklist. This is the last opportunity to change party affiliation before the September 8, 2020 Primary.

Due to the COVID-19 response, procedures for this meeting are changed.  The Governor’s Emergency Order #43, waives the requirement that a voter who wants to change party affiliation appear in person and make an oath to the clerk or the supervisors.  The order establishes a new paper form for changing party affiliation. 

A new form (Application to Change Party Affiliation)  may be found on the NH Secretary of State website, Town of Lyme website or by requesting it from the Clerk’s office.  As the Town Office building is currently restricted access, please contact the Clerk’s office directly if you need to receive the form through the office. 795-2535 or email [email protected]. A voter can fill it in on-line and then print it for signature and submission.  A voter may also print it and then fill it in with a pen.  The form requires the voter to complete the form, print it, sign it, obtain a witness signature, and return it to the Clerk’s office.  Returned forms will be accepted through USPS delivery-PO Box 342 Lyme NH 03768 OR dropped off at the Town Offices outer lobby Town Clerk box. They should be received by 5pm June 2, 2020. There is no provision for sending or faxing a signed document. The form should be filled out and signed and then turned into the Clerk’s office with the original signatures.

The Clerk will submit all completed and returned forms to the Supervisors for their June 2, 2020, session.  The Supervisors must act on all submitted forms on June 2, 2020. 

The Emergency Order also provides that if a voter attempts to submit the form on time, but it is not received or acted on, a voter may change party when filing for office by completing an affidavit.  The affidavit language is specified in the order.

There will be checklists posted in the entryway at the Lyme Post Office and the outer lobby of the Town Office if you wish to know your current party affiliation. You may also call the Clerk’s office for clarification.

State Primary Filing Period

The Filing Period for the September 8, 2020 State Primary begins on June 3, 2020 and ends at 5pm on June 12, 2020.

Registered voters wishing to file for office of State Representative for the Republican or Democratic primaries or the Delegate to the Republican State Convention should be aware of the following:

Declaration of Candidacy-For this year’s filing period, because of the COVID-19 crisis, there is a Declaration of Candidacy and Statement of Financial Interests on the NH Secretary of State’s website for candidates to download and mail to the Town Clerk’s office with the required fee. Filings may not be accepted prior to June 3, 2020 or after June 11, 2020 through the mail. Pursuant to RSA 652:20, the Town Clerk’s office will be open the last day of the Filing Period (June 12, 2020) from 3pm to 5pm to accept filings in person by the candidate. Because of town office restrictions at the time of this notification, please call the office at 795-2535 to learn the office protocol at the time of filing on June 12th.
